We are four long-term residents of Washington Borough, four women who have different strengths and connections to people in our community, and we are running for Council in 2026.
When elected, we will work with Borough Council to:

Keep Washington a safe and affordable place to live and work where all members of our community feel welcome.

Increase revenue and revitalize our town by promoting the sale and redevelopment of vacant and run-down properties, and by fixing our road, sewer, and stormwater infrastructure.

Expand recreational programs for our youth and seniors.

The Candidates


Ethel Conry
Council candidate Ethel Conry is a 38-year resident of Washington Borough. She is an experienced mayor and councilwoman and served on the Washington Borough Council from 2012 to 2024.
In 2012, Ethel was the first African American woman to be elected to the Washington Borough Council. In 2018, she was the first African American woman to be appointed Deputy Mayor by the Washington Borough Council. In 2022, Ethel was the first African American woman to be elected Mayor in Washington Borough and Warren County.
Ethel focused on small business development as Council Liaison to the Washington Business Improvement District (WBID). She helped organize excursions and events for seniors, and annual Black History and Juneteenth events from 2021 to 2024 as Chair of the Senior Advisory Committee and the Diversity Steering Committee for Washington Borough. Ethel worked to pass an Abandoned Properties Ordinance, which decreased the number of abandoned properties in Washington Borough.
Ethel is an active community volunteer. She served as Chair of the Warren County Human Relations Commission and as a Trustee on the Board of Mount Pisgah AME Church in Washington. She is Vice Chair of the Warren/Sussex County NAACP and a member of the Warren County Municipal and Charitable Conservancy Trust Fund Committee. Ethel is the Treasurer for the DASACC Board of Trustees.
Ethel has strong leadership skills, including team building, identifying and working towards common goals, and community outreach.


Josephine Noone
Council candidate Josephine Noone is a teacher and school administrator with over 30 years of experience in Education. She has deep roots in Washington and has lived in the house her grandparents built since 1994.
Josephine served on the Washington Borough Council from 2015 to 2022 and was the Council Liaison to the Washington Business Improvement District and the Washington Borough Green Team. She has also served on the Washington Public Library Board of Trustees and the Washington Borough Senior Advisory Committee.
Josephine is an active community volunteer and helps to run the Washington Borough Farmers’ Market. This year, she was honored by the Washington Business Improvement District as a Community Partner and inducted into the Hackettstown Area Senior Hall of Fame. She has been a member of the Warren County Environmental Advisory Board since 2022 and advocates to protect open space, clean air, and clean water.
Josephine is a graduate of the University of Pennsylvania with a degree in International Relations & Economics and has a Master’s Degree in Educational Leadership from Seton Hall University.
She believes in ethical government in service to the community and responsible economic development.


Sonia Ron
Council candidate Sonia O. Ron is a dedicated community leader and former Washington Borough Councilwoman with more than a decade of experience in advocacy, outreach, and public service.
As the Senior Manager of Advocacy and Outreach at DASACC of Warren County and founder of Casa Hispana, she has worked tirelessly to support underserved populations, strengthen community partnerships, and expand access to critical services throughout the region.
Her longstanding commitment to Washington Borough is reflected through her service as a member of the Washington Borough Land Use Board, a longtime member of the Stigma Free Committee, a board member for Project Self-Sufficiency, and a member of the Advisory Board for Norwescap’s Head Start Program.
Sonia has also been a strong supporter of local businesses and community initiatives, remaining devoted to promoting a welcoming, inclusive, and thriving Washington Borough for all residents.


Jessica Lyons
A longtime resident of Washington Borough since 2002, Council candidate Jessica Lyons is a dedicated public servant and career Public Defender committed to fairness, advocacy, and justice. She is a graduate of Rutgers University and Rutgers Law School (Newark).
As a mother of two boys, she is deeply invested in the future of the community. She served as President of the local PTO for almost a decade and is actively involved with the Warren Hills Boys Basketball Booster Club. A certified yoga instructor, she values balance, wellness, and resilience—principles she brings to her public service.
She is committed to ensuring that local government operates with transparency, accountability, and strong core values while always putting the community first.
